Massive collection and utilization of data by artificial intelligence systems makes data analysis automated and intelligent, and the use of intelligent algorithms poses challenges to privacy and data protection. Disputes over data ownership have brought difficulties to the legal and safe use of data. By analyzing the existing data ownership views and laws in China, the European Union and the United States, it is believed that the existing legal system cannot bring effective supervision and management to the use of data. The way to create a data trading platform to improve the existing management and supervision mechanism is to feasible mode.
