Smart city is the trend of urban development in the information age. As a city’s information center, libraries should actively contribute to the construction of smart cities. This study uses Nvivo software to make a qualitative analysis of the smart city implementation plans of 11 Chinese cities. The result shows the development of smart cities includes five core nodes, including smart city governance, smart city government management services, smart information platform construction, information data security, and industrial innovation and development. In view of the text analysis results, this research proposes that in the process of smart city development, the library should become the information center of the city and play an important role in improving the intelligence level of smart city residents.
