Road transportation plays a leading role in the transportation system with its convenient, direct access and large coverage area, and the quality of road engineering directly affects the interaction between the economies of various regions. Among them, the quality of road base pavement engineering plays a significant and critical role in the quality of road engineering. To further ensure the high quality construction and development of road engineering, this paper designs and develops a road base pavement engineering management information system based on computer application technology. The system realizes the control of road base pavement engineering information, road construction materials, engineering quality, construction personnel management and road engineering maintenance by means of information technology, which is conducive to the construction unit's scientific decision and management of road base pavement engineering and facilitates the construction unit to improve the quality of road base pavement engineering.
With the development of society and the acceleration of urbanization, the innovative concept and practice of smart cities have been widely promoted. The construction of smart communities is an important part of smart city construction and an inheritance, development and implementation of the smart city concept. However, China's intelligent community construction has not yet formed a unified information management platform, community services can not achieve a high degree of intelligence, it is difficult to meet the growing multi-level and diversified needs of community residents living services. Therefore, based on the rapidly developing information technology of Internet of Things and computer application technology, this paper designs and develops a intelligent community management information system in order to improve the management of community services, achieve efficient management of intelligent communities, improve the quality of life of community residents, and achieve the goal of "five types" of communities that are liveable, safe, healthy, civilized and harmonious, providing a regional demonstration for the construction of smart cities with the community as the unit, and advancing the development process of China's socialist modernisation.

With the continuous development of society, China pays more and more attention to the protection of ecological environment. Taking an area in the Pearl River Delta as an example, this paper researches soil and water conservation control methods based on Geographic Information System (GIS) and computer application technology, designs and develops a soil and water conservation control system. The system realizes the control of the whole process and cycle of soil and water conservation prevention and control by means of information technology, which is conducive to the relevant government departments to understand the situation of soil and water erosion of the projects under construction in the area in time and make scientific decisions accordingly, effectively promoting the process of information technology of soil and water conservation prevention and control in some areas of the Pearl River Delta, reducing the amount of soil and water erosion in some areas of the Pearl River Delta to a large extent, and providing experience and reference for soil and water conservation prevention and control in other regions of China. It also provides experience for other regions in China to learn from.
