Unsafe behavior of production commanding staff can cause tremendous accidents. Affected by random factors, the cognition state of production commanding staff has random fluctuation. The fluctuation of cognitive state can affect their behavior choice. For analyzing the behavior choice of production commanding staff under the influence of the random fluctuation of cognitive state, random evolution systems are constructed, and the stability of the system is analyzed in the mean sense. It is found that in the mean sense, when the supervision intensity and punishment intensity of supervisors to production commanding staff meet a certain condition, the unsafe behavior random evolution system will reach a stable state. This condition can provide basis for the design of the unsafe production behavior control strategy.
