The presence of breaking wave can significantly change the radiative properties of seawater and these changes will affect laser radar sensing and ocean target detection. In this work, impulse broadening effect of the breaking wave in the upper ocean are investigated using the Monte Carlo method. The breaking wave is divided into two structures according to the lifetime of evolution. The sea spray generation function and the bubble population model, which considers the effect of wind speed and depth on the spilling aerosols and foam bubble size distribution are used. The scattering coefficients and the scattering phase functions of bubbles in seawater are calculated using Mie theory, a Monte Carlo method is used to solve the radiative transfer equation.
