Abstract
Considering the current rapid development of space equipment and the increasingly urgent demand for using space frequency and orbit resources (SFOR), and the future demand for using global orbital layout, this paper proposes a comprehensive method for evaluating the effectiveness of space frequency and orbit resources. To address this issue, we build the judgment matrix for evaluation in the absence of expert advice, and utilize the entropy weights method (EWM) to the analytical hierarchy process (AHP) method to measure the effectiveness of SFOR. The effectiveness of the proposed methods is finally validated by numerical tests.
