Abstract
In 2015, the publication and implementation of the "No.9 document" and the corresponding supporting documents marked the beginning of the new electricity reform. The current round of electricity reform to "control the middle, release the two ends" as the principle, for the power generation side and the sales side of the market into a strong development power. In order to ensure the adaptability and expansibility of the indicators, this paper describes in detail the three-level indicators of the power market operation evaluation index system based on the SCP analysis framework and makes a comprehensive reference to the development of the domestic regional power market and the content of the evaluation report of the foreign typical power market when selecting the indicators.
