Abstract

Due to the impossibility of using an exclusively economic approach to assessing the effectiveness of socio-economic objects (organizations and their divisions, territories), it is advisable to use the multivariate analysis methods when solving this problem. The article proposes to use DEA analysis to solve this problem. However, this approach only allows one to evaluate the relative efficiency of the compared objects, which is not enough for the management sphere. It is essential to assess their current state, and to set target values focused on achieving efficiency in future periods. The paper suggests an improved methodology of efficiency assessment using Free Disposal Hull (FDH). It is an aggregate of hyper-triangles formed by objects with maximum efficiency (drivers). A mathematical model of a convex hull is discussed, and the general procedure of its development is described based on sweeping all the hyper-triangles formed by the objects under analysis followed by their testing on belonging to the convex hull following the rules described in the article. The article provides the results of a mathematical experiment in assessing the efficiency of academic departments. The detected hyper-triangles determine the existing trends of improving efficiency. Taking these trends into consideration helps assess the analyzed objects flexibly and set the targets for further development.
