Abstract
In the context of the dual-cycle paradigm, the paper constructed a comprehensive evaluation system for high-quality foreign trade development in China from three dimensions which are high-quality foreign trade capacity, high-quality foreign trade environment, and high-quality foreign trade effects. By combining the entropy method and the TOPSIS method, we comprehensively evaluated the high-quality development level of foreign trade in 251 prefecture-level cities in China and analyzed the specific performance of foreign trade in the past 20 years from macro and micro perspectives. The result reveals that Chinese foreign trade development was progressive, and gradually developed in the direction of high quality on a relatively stable fundamental level. But compared with double follow bad policy guidance, China's foreign trade dependence is still at a higher level. Therefore, its development trend is worth investigating. The foreign trade level of various coastal provinces and cities with developed foreign trade was far ahead of other provinces and cities. From the micro level, the development of foreign trade in cities of various sizes has been rising steadily in recent years. However, it can be found that there is still large room for the improvement of the high-quality development of foreign trade in some small and congested cities. It can be seen that the development status of Chinese foreign trade regions was uncoordinated and unbalanced. Finally, based on the above studies, this paper presented the optimization ideas to promote the high-quality development of China's foreign trade under the guidance of the double-circulation new development pattern.
