Abstract
The world energy resource shortage and environmental pollution contradiction have seriously hindered the sustainable development of China's circular economy. The outline of the 13th Five-Year Plan shows that the comprehensive utilization of energy should be dealt with based on the strategic height of China's economic development. The energy consumption of papermaking enterprises has caused the state to monitor them, and the municipal governments at all levels should actively cooperate with the state to standardize the emission behavior of papermaking enterprises. This paper takes the cooperation and decision-making with the environmental protection department as an example, aiming at the supervision of the environmental protection department to the paper enterprises, through the game of bargaining to explore the cooperation costs between the environmental protection department and the paper enterprises, and makes analysis and research on this and puts forward corresponding practical suggestions.
